This article aims to open up the biographical black box of three experts working in the boundary zone between science, policy and public debate. A biographical-narrative approach is used to analyse the roles played by the virologists Albert Osterhaus, Roel Coutinho and Jaap Goudsmit in policy and public debate. These figures were among the few leading virologists visibly active in the Netherlands during the revival of infectious diseases in the 1980s. Osterhaus and Coutinho in particular are still the key figures (...) today, as demonstrated during the outbreak of novel influenza A (H1N1). This article studies the various political and communicative challenges and dilemmas encountered by these three virologists, and discusses the way in which, strategically or not, they handled those challenges and dilemmas during the various stages of the field’s recent history. Important in this respect is their pursuit of a public role that is both effective and credible. We will conclude with a reflection on the H1N1 pandemic, and the historical and biographical ties between emerging governance arrangements and the experts involved in the development of such arrangements. ArgumentIn the Netherlands, a country of water, dikes, and dams, the role of civil engineering in policy making and public debates over flood safety have changed over the last four decades. This had not just implied that new directions in flood safety policy were considered by politics, but also that engineering experts traditionally working in this area found their credibility challenged by competing expertises. I will argue that in responding to those challenges, experts combined boundary work with identity work, in (...) which the planning of actions and learning from experience are informed by the identity of oneself as an expert. The views of experts on the boundary zone of science, policy, and public debate, and the role and skills one attributes to oneself, are regarded as important aspects of that identity work. On the basis of biographical-narrative research, this will show that although the four experts studied here belong to a specific generation of engineers, experiencing common challenges and developments in their field of work, the combination of identity work and boundary work results in specific roles and responses for each individual expert. Background The European Union aims to optimize patient protection and efficiency of health-care research by harmonizing procedures across Member States. Nonetheless, further improvements are required to increase multicenter research efficiency. We investigated IRB procedures in a large prospective European multicenter study on traumatic brain injury, aiming to inform and stimulate initiatives to improve efficiency. Methods We reviewed relevant documents regarding IRB submission and IRB approval from European neurotrauma centers participating in the Collaborative European NeuroTrauma Effectiveness Research in Traumatic Brain Injury. (...) Documents included detailed information on IRB procedures and the duration from IRB submission until approval. They were translated and analyzed to determine the level of harmonization of IRB procedures within Europe. Results From 18 countries, 66 centers provided the requested documents. The primary IRB review was conducted centrally or locally and primary IRB approval was obtained after one, two or three review rounds with a median duration of respectively 50 and 98 days until primary IRB approval. Additional IRB approval was required in 55% of countries and could increase duration to 535 days. Total duration from submission until required IRB approval was obtained was 114 days and appeared to be shorter after submission to local IRBs compared to central IRBs. Conclusion We found variation in IRB procedures between and within European countries. There were differences in submission and approval requirements, number of review rounds and total duration. Research collaborations could benefit from the implementation of more uniform legislation and regulation while acknowledging local cultural habits and moral values between countries. (shrink)

The evolution is still stagnating. The use of preferential votes is varying from one electoral district toanother: from 65 % (...) in the district of Tongeren-Maaseik to 33 % in Mechelen.There is also a difference from one politica! party to another. The highest percentage is obtained by the Christian-democratic parties : 60 % ; the lowest by the ecologists: 23 %.The preferential votes individual candidates obtain differ widely. In dit klassieke essay van de grote kunshistoricus Erwin Panfosky komt vast te staan dat het zinnetje ‘Et in Arcadia ego’, van oudsher te vinden op kunstwerken en in verhalen die Arcadië als thema hebben, tegenwoordig een andere betekenis krijgt dan vroeger. Waar wij het simpelweg vertalen als ‘Ook ik was in Arcadië’, een vertaling die past bij ons beeld van een idyllisch, pastoraal landschap, had het oorspronkelijk een veel minder onschuldige lading. Overtuigend toont Panofsky aan, door te verwijzen (...) naar onder meer Vergilius, Sannazaro en Guercino, dat de ‘ik’ die in het citaat spreekt niemand minder is dan de Dood. De juiste vertaling is dan het sinistere, moralistische ‘Ook in Arcadië heers ik, de Dood’: de Arcadiërs wordt gemaand hun sterven te gedenken. Panofsky maakt duidelijk dat de foutieve interpretatie, met alle gevolgen van dien voor het arcadisch thema, zijn oorsprong heeft bij Nicolas Poussins beroemde Et in Arcadia Ego-composities. Zijn essay maakt dat het lieflijke arcadische landschap alsnog zijn onschuld verliest, en dat ook voor ons de dood opnieuw tot Arcadië toetreedt. (shrink)

Mathematical correspondence offers a rich heritage for the history of mathematics and science, as well as cultural history and other areas. It naturally covers a vast range of topics, and not only of a scientific nature; it includes letters between mathematicians, but also between mathematicians and politicians, publishers, and men or women of culture. Wallis, Leibniz, the Bernoullis, D'Alembert, Condorcet, Lagrange, Gauss, Hermite, Betti, Cremona, Poincaré and van der Waerden are undoubtedly authors of great interest and their letters are valuable (...) documents, but the correspondence of less well-known authors, too, can often make an equally important contribution to our understanding of developments in the history of science. Mathematical correspondences also play an important role in the editions of collected works, contributing to the reconstruction of scientific biographies, as well as the genesis of scientific ideas, and in the correct dating and interpretation of scientific writings. This volume is based on the symposium “Mathematical Correspondences and Critical Editions,” held at the 6th International Conference of the ESHS in Lisbon, Portugal in 2014. In the context of the more than fifteen major and minor editions of mathematical correspondences and collected works presented in detail, the volume discusses issues such as • History and prospects of past and ongoing edition projects, • Critical aspects of past editions, • The complementary role of printed and digital editions, • Integral and partial editions of correspondence, • Reproduction techniques for manuscripts, images and formulae, and the editorial challenges and opportunities presented by digital technology. The comparison of Ernst Cassirer’s philosophy of symbolic forms and Levi-Strauss’ structural anthropology requires a clarification of their definitions of morphology, transformation and translatability. We will expose the morphological field where Cassirer’s aesthetics emerges in relation to Goethe, who represents an important source for Levi-Strauss as well. Defining the concept of transformation is supposed to follow his modifications of the key ideas of the German poet and biologist, by taking account of the new point of view provided by the theory (...) of groups of transformation which the mathematician Felix Klein developed in the »circle of Erlangen «. Then we will show how Edgar Wind, a brilliant student of Cassirer, invents a kind of morphological aesthetics to provide art history with a methodology, and we will give some examples for the application of the concept of building series of pictures in the field of art history. We will examine the global function of the tables of Aby Warburg’s Atlas Mnemosyne, Erwin Panofsky’s wellknown iconological interpretation of Durer’s Melencolia I and then, by contrast, the creation of a virtual series of masks through an imaginative variation which Levi-Strauss creates to give sense to a particular Ameridian mask found during his investigations. Finally, we will investigate the problems appearing by the definition of transformation as translatability in both Cassirer’s and Levi-Strauss’ semiologies. We will ask for their uses of the model of translation in linguistics to compare different forms of structural homologies. (shrink)

In this paper, it is argued that the question ldquo;What is life?rdquo; time and again emergesmdash;and within the confines of an objectivistic/subjectivistic frame of thought has to emergemdash;as a symptom, a non-deciphered, cryptic message that insists on being interpreted. br /Our hypothesis is that the failure to measure up the living to the standards of objectification has been taken too frequently from an objectivistic angle, leading to a simple postponement of an objective treatment of the living, and meanwhile confining it (...) to the domain of the subjective, the relative and the metaphorical. As a consequence, the truly important question of the co-constitutive relation between objectivity and subjectivity is thereby evaded. A critical, transcendental account can be relevant in this regard, not only because of the fact that objectivity and subjectivity are seen as co-constitutive, but also because it addresses the question of the embeddedness of objectivity and subjectivity from within the living dynamics.br /This hypothesis will be articulated on the basis of Erwin Schrouml;dingerrsquo;s famous little book on ldquo;What is life?rdquo;, in dialogue with Robert Rosenrsquo;s critical reading of it. It appears that Schrouml;dinger considered the living as a genuine challenge for classical objectification procedures. However, it is doubtful whether this brought him to a critical reading of objectivity or to the acknowledgment of a constitutive role of subjectivity in relation to objectivity. We argue that his viewpoint has the merit ofnbsp; expressing the difficulty of the living within the field of the physical sciences, but does not really transcend the objectivism/subjectivism opposition. At this point, Rosenrsquo;s relational account takes up the challenge more radically by acknowledging the need for a new epistemology and a new metaphysics in relation to living systems, and by attributing a place to classical objectivity from within this ldquo;new sciencerdquo;. In conclusion, we return to Kantrsquo;s epistemological proposal, and show its potential relevance in this debate. (shrink)

Il se livre en particulier à une critique du concept de libido orale et anale. Indépendemment des conceptions freudiennes il entreprend ensuite un examen de la relation entre liberté et obsession dans la réalisation de l'existence. A ce propos il examine successivement les expériences obsessionnelles qui peuvent être vécues d'une manière plus ou moins quotidienne et qui sont les suivantes : Représentations et pensées obsédantes en état d'insomnie ; l'étrangeté vécue comme obsédente ; l'état de trouble caractéristique à la situation du seuil comme obsession vécue ; 'je dois faire ce que je ne veux pas faire' ; à propos de certains gestes superstitieux comme manifestation d'une angoisse passagère ; 'quelque chose m'agace' ; 'ce que j'ai fait me tourmente'. The sociography of the Belgian post-war minister is characterized by an upper middle-class or middle-class origin, a French-speaking and male preponderance and a university-education. The most frequent professional occupations are lawyer, professor and executive.The political career which led to a ministerial post, went in the first place through the legislative body and in the second place through thepolitical parties. After their ministerial career 39 % of the ministers played a promine part in the parliament; 35 %, however, prosecuted an extra-parliamentary (...) and prestigious « after-function ».The Belgian ministerial career pattern bears some resemblances to the Dutch, German and French career pattern, but also many differences. The most outstanding difference is the importance of the bureaucratic component in the structure of the ministerial elite in those three countries, where in Belgium this is not very important. _Why originalism is a flawed, incoherent, and dangerously ideological method of constitutional interpretation__ “Chemerinsky... offers a concise, point-by-point refutation of the theory [of originalism]. He argues that it cannot deliver what it promises—and if it could, no one would want what it is selling.”—David Cole, _New York Review of Books__ Originalism, the view that the meaning of a constitutional provision is fixed when it is adopted, was once the fringe theory of a few extremely conservative legal scholars but is now (...) a well-accepted mode of constitutional interpretation. Three of the Supreme Court’s nine justices explicitly embrace the originalist approach, as do increasing numbers of judges in the lower courts. Noted legal scholar Erwin Chemerinsky gives a comprehensive analysis of the problems that make originalism unworkable as a method of constitutional interpretation. He argues that the framers themselves never intended constitutional interpretation to be inflexible and shows how it is often impossible to know what the “original intent” of any particular provision was. Perhaps worst of all, though its supporters tout it as a politically neutral and objective method, originalist interpretation tends to disappear when its results fail to conform to modern conservative ideology. Clinical ethics consultation service remains undeveloped in developing countries. It is recognised that its introduction poses challenges. Malaysia, a multicultural society with diverse religions, values and perceptions further complicate the introduction of formal clinical ethics consultation service. Clinicians attending a national congress workshop completed a Strengths–Weaknesses–Opportunities–Threats analysis. The aim was to gain insight into clinician’s expectations and promote initiatives leading to the introduction of clinical ethics consultation service. Clinicians agree that clinical ethics consultation service can improve quality of care, reduce (...) healthcare costs and advocate for patients and providers. The analysis highlighted constraints in sufficient critical mass of relevant expertise and restricted opportunities for training. The European Union is working towards harmonizing legislation across Europe, in order to improve cross-border interchange of legal information. This goal is supported for instance via standards such as the European Law Identifier and the European Case Law Identifier, which provide technical specifications for Web identifiers and suggestions for vocabularies to be used to describe metadata pertaining to legal documents in a machine readable format. Notably, these ECLI and ELI metadata standards adhere to the RDF data format which forms the (...) basis of Linked Data, and therefore have the potential to form a basis for a pan-European legal Knowledge Graph. Unfortunately, to date said specifications have only been partially adopted by EU member states. In this paper we describe a methodology to transform the existing legal information system used in Austria to such a legal knowledge graph covering different steps from modeling national specific aspects, to population, and finally the integration of legal data from other countries through linked data. We demonstrate the usefulness of this approach by exemplifying practical use cases from legal information search, which are not possible in an automated fashion so far. (shrink)
